debian using stable-updates instead of stable/updates https://wiki.debian.org/StableUpdates.

However https://opendev.org/openstack/diskimage-builder/src/commit/deb1869c6e00a36bd59d18e242347e20e387ab7b/diskimage_builder/elements/debian-minimal/environment.d/10-debian-minimal.bash#L21 should already deal with deb.
There may have a file which create a duplicated update deb source.

It's turns out that the version of debian "python-diskimage-builder" is too old.

# apt search python3-diskimage-builder

python3-diskimage-builder/stable,now 3.13.0-2 all [residual-config]
  image building tools for Openstack - Python 3.x

It's need to be update to mainstream 3.30.0
