Bug Description
Unfortunately, when I was changing from version 22.10 to version 23.04, the image turned off, but the system was on. I had to restart the system manually, but when it came up, the installation continued, but it gave a message that there was a problem.

Thanks for reporting this. Even though this is an unusual scenario as you described, we still believe the package should try to be more resilient to these failures. We will try to adapt our prerm script to not rely on the python3-apt package anymore.
