[Impact]

Azxure CVM instances can lock up when run under stress.

[Test Plan]

MSFT tested using the nttcp test.

CVM instances could continue to lock up under stress.

Ubuntu 23.04 (Lunar Lobster) has reached end of life, so this bug will not be fixed for that specific release.
