Bug Description

Ubuntu version: 22.04.2 LTS
needrestart version: 3.5-5ubuntu2.1

When installing packages with `set -o nounset` activated, the following error/warning message is printed:

`Use of uninitialized value $ucode_vars{"AVAIL"} in concatenation (.) or string at /usr/sbin/needrestart line 931.`

3.5-5ubuntu2.1 on an AMD EPYC 7351P 16-Core Processor

The errors appear multiple times during each day's unattended-upgrades run and the services identified as a NEEDRESTART-SVC never seem to get restarted.
