Missing Conflicts: desktop-base

When trying to upgrade a riscv64 Lunar system to Mantic I saw this error:

dpkg: error processing archive /var/cache/apt/archives/desktop-base_12.0.6ubuntu1_all.deb (--unpack):
 trying to overwrite '/etc/skel/.face', which is also in package kubuntu-settings-desktop 1:23.04.5

Looking for /etc/skel/.face:
$ apt-file search /etc/skel/.face
desktop-base: /etc/skel/.face
desktop-base: /etc/skel/.face.icon
kubuntu-settings-desktop: /etc/skel/.face
kubuntu-settings-desktop: /etc/skel/.face.icon
ubuntustudio-default-settings: /etc/skel/.face
ubuntustudio-default-settings: /etc/skel/.face.icon

I guess we should add
Conflicts: desktop-base
to debian/control.

I'm trying to install gnome on a plasma system. Get this same (I think) error.

The following packages have unmet dependencies:
kubuntu-settings-desktop : Conflicts: desktop-base but 12.0.6+nmu1ubuntu1 is to be installed
E: Error, pkgProblemResolver::Resolve generated breaks, this may be caused by held packages.

If not a fix, there there a workaround?

I am hitting the same problem in Kubuntu 23.10 mantic, after performing the release upgrade.

kubuntu-settings-desktop is marked as conflicting with desktop-base, which is also causing it to be incompatible with a bunch of other important metapackages such as task-desktop and task-kde-desktop.
