Bugs are hidden by default if the latest OS version has fix released

Bug Description
I am working on getting a merge in to the package ec2-hibinit-agent that fixes 2 bugs:

Since the MP has already been released to Mantic the 2 bugs are labeled as "Fix Released" and therefore, by default, don't show up in https:/
I think a good fix would be to, by default, not hide a bug that is "Fix Released" until all versions are released. I don't think many users will think to click "Advanced Search" > "[] Fix Released" to look for a bug actively affecting them.

Just to clarify, the fix is released into Mantic because it's fast to get into a devel release, but waiting on SRU process for other releases. So I would like users to be able to easily find the bugs and know they are being worked on before they take the time to file a proper bug report.
