Loco portal modification

The current loco portal is unmaintained from the past few years at https://loco.ubuntu.com and needs an update as per the discussion on the discourse thread here

LoCo leaders along with members of the Community Team reached a consensus to utilize the Ubuntu Discourse as a hub for future LoCo activities.

A new Ubuntu Locos Category https://discourse.ubuntu.com/c/locos has been created on the Ubuntu Discourse. LoCo Team subcategoires and LoCo specific documentation is to be revised and migrated from July-August 2023. A new Ubuntu LoCo frontend will be created and linked to Ubuntu.com/community and updated on the future site navigation menu.

Right now on the verified loco teams page on launchpad only the Arizona team is a member

So a complete overhaul of the existing loco portal is required and to make things simple, we will make it as an editable directory where the loco teams can add their information themselves and for a start linking the active locos would be fine I guess.
