miniupnpd_functions.sh should be in iptables/nft packages

Bug Description

Currently the iptables version of miniupnpd_functions.sh is packaged in miniupnpd, but should really be miniupnpd-iptables and the nft version of miniupnpd_functions.sh should be in miniupnpd-nft.

Without this change, miniupnpd is unable to start when using nft, since no nft rules are created since iptables/ip6tables are not installed, which is the first check in miniupnpd_functions.sh.
