lubuntu-desktop in LUbuntu Bionic (18.04) is not installable by apt

Bug Description

Dear maintainers, when I run "apt install lubuntu-desktop" on a freshly debootstrapped Bionic system, I get this :

The following packages have unmet dependencies:
 lubuntu-desktop : Depends: fwupdate-signed but it is not going to be installed
                   Depends: lubuntu-gtk-desktop but it is not going to be installed

When I try to individually install packages fwupdate-signed and fwupd-signed with apt, I finally get this:

The following packages have unmet dependencies:
 fwupd-signed : Depends: fwupd (= 1.2.14-0~18.04.2) but 1.2.14-0~18.04.3 is to be installed
                Recommends: secureboot-db but it is not going to be installed

I use apt mirror at ua.archive.ubuntu.com and my sources.list looks as follows :

deb http://ua.archive.ubuntu.com/ubuntu bionic main restricted universe multiverse
deb http://ua.archive.ubuntu.com/ubuntu bionic-security main restricted universe multiverse
deb http://ua.archive.ubuntu.com/ubuntu bionic-updates main restricted universe multiverse
deb http://archive.canonical.com/ubuntu bionic partner

Could this be caused by some kind of incomplete mirror synchronization ?
Or should I somehow ask apt not to pull in fwupd of updated version when installing lubuntu-desktop ?

Ubuntu 18.04 (bionic) reached end-of-standard-support on May 31, 2023.

See this document for currently supported Ubuntu releases:

We appreciate that this bug may be old and you might not be interested in discussing it anymore. But if you are then please upgrade to the latest Ubuntu version and re-test. If you then find the bug is still present in the newer Ubuntu version, please add a comment here telling us which new version it is in.

Lubuntu ceased being supported in 2021-April - https://lubuntu.me/bionic-eol/

Ubuntu 18.04 LTS is now in ESM - https://ubuntu-news.org/2023/06/17/extended-security-maintenance-for-ubuntu-18-04-lts-began-on-may-31-2023/

Right now I have lost access to this media, environment and host where I was able to reproduce this issue. (btw I was able to install lubuntu-desktop before connecting to bionic-updates and bionic-security repos and upgrading the distro)
I can repeat my actions in debootstrapped chroot environment to reproduce my experience.
But I am not sure apport report from within chroot would count.

As mentioned in above comments I think you need to subscribe to ESM to get updates for Ubuntu 18.04.
