Bug Description

I have this part in snapcraft.yaml:

--->
  chromium:
    plugin: nil
    source: https://commondatastorage.googleapis.com/chromium-browser-official/chromium-115.0.5790.32.tar.xz
    [...]
<---

Snapcraft 7, when executed with what I believe is the highest level of verbosity (--verbosity=trace), will say

--->
2023-06-20 09:17:16.881 :: + craftctl default
2023-06-20 09:17:19.756 Downloading '/root/parts/chromium/src/chromium-115.0.5790.32.tar.xz' \ (948.8s)
<---

but this is inaccurate, because at some point it finishes downloading the tarball and starts extracting its contents.

Once downloading is finished, Snapcraft should no longer say "Downloading".
