cannot verify download.cirros-cloud.net's certificate

Bug Description

i used devstack to install openstack on ubuntu 22.04 jammy.
after git clone the devstack master repo and setting up local.conf, i ran "./stack.sh"
i ran into an error stating:

ERROR: cannot verify download.cirros-cloud.net's certificate, issued by ‘CN=R3,O=Let's Encrypt,C=US’:
  Issued certificate has expired.
To connect to download.cirros-cloud.net insecurely, use `--no-check-certificate'.

then i tried "./stack.sh --no-check-certificate", this error still persisted.
i installed openstack on another virtual machine only couple hours ago and it ran fine without an error.
Please help.

notes. in local.conf, i enabled 3 plugins: neutron, heat and aodh. all master branch.

The certificate for download.cirros-cloud.net expired, the devstack team has no control over that. As a workaround, you can specify a different download location like github, or just download the file manually.
