Bug Description

Afaik, only leaders can read their app's data.

With juju secrets functionality available in juju 3, it seems that all peers could now be allowed to read app data. This could simplify charm code.

By app data, are you talking about data managed using leader-set and leader-get? We are trying to move away from these.

The current best practice is that data between units is to be shared via relation data, using a peer relation.
