edit fip error

Description
===========
The page is stuck when edit fip, the enviroment does not have qos policy service

Steps to reproduce
==================
1. go to fip list page
2. create a fip
3. edit the fip's description and click submit button

Expected result
===============
Edit successfully, the description has been changed

Actual result
=============
The page is stuck

1. version of skyline apiserver: master
2. version of skyline console: master
