Cannot start shibd, error saying we need libssl.so.1.0.0

Bug Description

The error is with the package shibboleth-sp-utils.

Ubuntu version 20.04

Package version 3.0.4+dfsg1-1ubuntu0.2

When running 'systemctl start shibd.service' we get an error. Running 'journalctl -xe' shows the message '/usr/sbin/shibd: error while loading shared libraries: libssl.so.1.0.0: cannot open shared object file: No such file or directory'

Have tried reinstalling shibboleth but the same error occurs.

We can see that shibboleth-sp-utils depends on libxmltooling8 which in turn depends on libssl1.1, but shibd.service asks for version 1.0.0 according to the error message mentioned above.
