not able to install Lunar and Mantic on Power (ppc64le) nodes

MAAS has failed deployment for multiple POWER systems when using Ubuntu 23.04 Lunar and under development Ubuntu 23.10 Mantic.

This issue is happening on bare metal and PowerVM LPARs - only with 23.04 and 23.10.
I'm able to deploy the same systems with 20.04 Focal, Jammy 22.04 and Kinetic 22.10.

same issue and errors happening with POWER10-PowerVM (E1080, 9080-HEX) LPARs
