powercap or intel-rapl not supported

Bug Description

I tried to fetch the power consumption info from the CPU. Normally I can get the info on a Linux machine with the power capping virtual device.
https://www.kernel.org/doc/html/next/power/powercap/powercap.html

More specificlly by running the following command

sudo cat /sys/devices/virtual/powercap/intel-rapl/intel-rapl:0/energy_uj

But when I run this on Ubuntu on WSL, it shows 'No such file or directory'. The folder powercap is not there. Seems like powercap or intel-rapl not supported. But it is enabled by default on native Ubuntu.
