pylint tells emacs to load pylint.el but doesn't install pylint.el

Bug Description

1. Run emacs -q
2. Load a file ending in .py
3. Get this error: "File mode specification error: (file-missing Canot open load file No such file or directory pylint)"

The pylint package installed /etc/emacs/site-start.d/50pylint.el which tells Emacs to load pylint.el, but it doesn't install pylint.el for Emacs to load.

pylint.el was included in previous versions up to 23.04:
https://packages.ubuntu.com/lunar/all/pylint/filelist
but removed in 23.10:
https://packages.ubuntu.com/mantic/all/pylint/filelist
