Bug Description

ubuntu_kernel_selftests:powerpc/eeh:eeh-basic.sh is failing for lunar and kinetic with pci devices failing to recover with EEH error recovery handling,

The problematic commit in kinetic that seems to introduce this issue via an upstream stable update is:
