Bug Description
Ubuntu 22.04.2 LTS
The current version of wpa_supplicant (v2.10) fails to operate a Wifi hotspot correctly. I can enable the hotspot, clients can see the hotspot, but clients will never authenticate/
If I downgrade wpa_supplicant to v2.9, the hotspot works correctly and clients can connect.

I also met this bug with wpasupplicant 2:2.10-12 in Ubuntu 23.04/23.10.
The hotspots created by the create_ap script from https:/ /github. com/lakinduakas h/linux- wifi-hotspot can be connected normally, only those created by the network manager will fail.
After some testing, I can confirm that this problem has been fixed upstream by this commit https:/ /w1.fi/ cgit/hostap/ commit/ ?id=5f3cdc06489 ff1ec16d75c3ff4 1f5ac7c2f62c7c
