Refreshing a local charm reset the "trust"

Bug Description
This is happening with juju 3.1.2
I have a local charm on which I have already executed
juju trust lxd-forwarder
If I refresh it with:
juju refresh lxd-forwarder --path ./lxd-forwarder
then config-changed goes into error state as the charm is not able to execute `get-credentials`
To fix that I have to run `juju trust lxd-forwarder` again and then resolve the units in error state.
