tc filters not removed when offloading gets disabled

Bug Description
Hi,
This happened in both PS5 (case 310420) and PS6 (case 360221).
When OVS hardware offloading is enabled, OVS uses the tc infrastructure to feed flows to the hardware.
If OVS hardware offloading then gets disabled, nothing cleans up the tc filters, which breaks connectivity.
As per @fnordahl, I'm filing this bug against ovn-chassis, but feel free to retarget.
