kolla-toolbox container not running

**Bug Report**
What happened: After downloading new images and running kolla-ansible -i /etc/kolla/multinode deploy, the deployment fail at *Initializing toolbox container using normal user* stage
Checking on one of node's logfiles, I see this InvalidConfig: KOLLA_CONFIG_STRATEGY is not set properly

What you expected to happen: I expect the kolla-toolbox container to run properly

**Environment**:
* OS : Ubuntu 20.04.6 LTS
* Kernel: 5.4.0-148-generic
* Docker version: 20.10.23
* Kolla-Ansible version: 14.8.1

when I run docker logs -f kolla_toolbox
This is what I get:
+ sudo -E kolla_set_configs
INFO:__main__:Loading config file at /var/lib/kolla/config_files/config.json
INFO:__main__:Validating config file
INFO:__main__:Kolla config strategy set to: None
ERROR:__main__:InvalidConfig: KOLLA_CONFIG_STRATEGY is not set properly

Yet I have KOLLA_CONFIG_STRATEGY set to config_strategy: "COPY_ALWAYS"

The above error came after adding TZ environmental variable in the globals.yml as suggested in https://bugs.launchpad.net/kolla-ansible/+bug/2018328. But after removing it (TZ enviroment variable) the update was successful.
