Most Broadcom Firmware is missing

I could not activate my Bluetooth device. After searching around, I found this in kernel boot log:

there a many firmware file missed, compared to this repository:

I also searched for packages with those two files on https://packages.ubuntu.com/search?searchon=contents&keywords=BCM-0a5c-21e6.hcd&mode=&suite=kinetic&arch=any

It would be nice to have those files out of the box included.
