[update manager] broken translation, dist-upgrade mode

Bug Description

Pre: Ubuntu 7.10 Gutsy Gibbon with latest updates.

Upon running upgrade to Hardy via "update-manager -d" I observe errors in localized messages (Russian) appearing below the progress bar of Distribution Upgrade dialog, it looks like there is some garbage symbol between the first (normally capital) letter in the string and the rest of the string. I checked the po-file in the language-pack-ru-base_7.10+20071012 and I could not spot a problem there. Strings in Rosetta are also looking OK.

Thanks for the screenshot. The translation and the encoding problem are both fixed when upgrading from Hardy to Intrepid with locale ru_RU.UTF-8
