Merge pollinate from Debian unstable for mantic

If it turns out this needs a sync rather than a merge, please change the tag 'needs-merge' to 'needs-sync', and (optionally) update the title as desired.

The reason for the Debian version update is a no-change rebuild for debhelper 13.10. Nothing needs merged on our end.

This package is not being developed upstream AFAICT and unlikely to have new releases to be merged. Debian changes are also few and far between, so I don't expect this to need merge attention this cycle.
