Bug Description

Unable to access the right-top Vivaldi browser controls. Found with Vivaldi first but it affects all Chromium-based browsers. If I move the browser a little low, then I am able to click that controls. It looks like a particular part of the top right corner of the desktop is disabled when Vivaldi running. Something is loading on that part (plz check my video. The cursor is loading if I move the cursor on that part). So I am unable to click anything in that area.

It only happens in Vivaldi and all other chromium based browsers (latest version)
All other programs are working perfectly. (check video)
The problem started immediately after Ubuntu 22.10 to Ubuntu 23.04 Upgrade.

Thank you for taking the time to report this bug and helping to make Ubuntu better. It seems that your bug report is not filed about a specific source package though, rather it is just filed against Ubuntu in general. It is important that bug reports be filed about source packages so that people interested in the package can find the bugs about it. You can find some hints about determining what package your bug might be about at https://wiki.ubuntu.com/Bugs/FindRightPackage. You might also ask for help in the #ubuntu-bugs irc channel on Libera.chat.

To change the source package that this bug is filed about visit https://bugs.launchpad.net/ubuntu/+bug/2017859/+editstatus and add the package name in the text box next to the word Package.
