"Don't show this message again" button has no effect

Bug Description
Since my upgrade to Ubuntu 23.04 I get annoying popups I've never seen before, especially when waking the computer from suspend, telling me e.g. that my connection to the WiFi network was lost or restored. Although these popups have a "Don't show this message again" button, that button seems to have no effect and I can't figure out how to stop the dialogs from appearing.
