INSTALLATION DOES NOT INSTALL LANGUAGE PACKAGES...!!
whatever language you install, installation does not install language packages...
(example: *-nl *-de * -it) installation install's english by default ....

I can confirm. Installing Kubuntu 23.04 in italian, the italian language packages (kde, gnome, thunderbird, libreoffice) are not installed. The folders in "Home" have english name ("Documents", "Pictures" etc.) and not the italian ones.
