login screen not translated from English when doing no network Non-english install

Installing a non-english version of ubuntu with no network results in the login screen displaying words like 'password' in english, and the error message when inputting wrong password in english, and the 'users' button also in english. The clock however, is in the desired language, as is everything after logging in.

It's worth noting that this was an installation where network was not available.

I was able to reproduce the issue when installing offline. I noticed that even the "Desktop", "Pictures" etc. directories were in English.

An online installation worked correctly, though. The login screen and the directories were all in Swedish.

We compared the list of packages installed during a minimal Swedish offline vs. online installation. The following packages were only installed when online:

- gnome-user-docs-sv
- language-pack-gnome-sv
- language-pack-gnome-sv-base
- language-pack-sv
- language-pack-sv-base
- wswedish

Closing that ubuntu-desktop-installer report since the component is deprecated. We aren't going to fix 23.10 installer bugs at this point and Noble uses ubuntu-desktop-provision, feel free to reopen/reassign to that component if that's still an issue with the noble beta image
