build-tools: libvirt docker image fails to build

Brief Description

Libvirt causes errors when trying to build docker images. Probably caused by a recent split of libvirt & qemu from the integ repo (https://review.opendev.org/q/topic:virt-repo) -- it looks like the image.inc files were not updated.

    Update debian_stable_docker_images.inc to reflect libvirt relocation

    A recent update relocated package libvirt from the 'integ' git repo
    to the 'virt' git repo, but failed to update the docker image
    packaging.
