snap layout which causes a conflict with a deb installed

With the gnome-chess deb installed on 23.04, the snap (rev 83 which is published in stable/broken-layout) is not installable.

$ snap install gnome-chess
error: cannot perform the following tasks:
- Run configure hook of "gnome-chess" snap if present (run hook "configure":

cannot update snap namespace: cannot create symlink in "/etc/gnome-chess":
 existing file in the way
snap-update-ns failed with code 1

I was able to work around it by changing sysconfdir in the gnome-chess build and update the layout to match.
