Future milestone requires future distribution series, which is hard

Bug Description
The Ubuntu team would like an "Intrepid" milestone for targeting bugs to, but (at the time of writing) Ubuntu Intrepid Ibex itself is not registered in Launchpad, and registering it and getting its packaging right would be difficult when Ubuntu Hardy Heron is not released yet.
Either registering future releases reliably should be easy, or (contra bug 40978 and bug 174468) it should be possible to register a milestone that doesn't have a series yet, and move it to that series once it's registered.
