Hold Groups not fully populating

in Circulation Hold Groups

Some but not all of the Hold Groups are visible in the Hold Group Buckets for system admin users unless user chooses a larger number in the rows drop down. For example: 25 Hold Groups only shows two groups when 5 rows is chosen from the drop down. Choosing 10 Rows shows three, 25 rows shows seven, and 100 Rows shows all 25.

Super user is not effected.

I suspect this is related to bug 1847805 where the pcrud service isn't guaranteed to return enough rows to fulfill the request unless you're a superuser. Not marking as a duplicate yet in case anyone else wants to verify that.

Re comment 1 - I don't think it's the same bug.

I'm logged into our production server as a GlobalAdmin with access to all the rows and we only have about 10 existing hold groups in all of PINES and it's still only returning the first (alphabetically) group unless I change the number of rows.
