uniqueness of vnfcinfo id is broken

According to SOL002 specification, vnfcInfo id (VnfInstance > instantiatedVnfInfo > vnfcInfo > id) should be unique in the VNF.

Users become able to specify vnfcInfo id by metadata['VDU_VNFc_mapping'] in A-release. Uniqueness of vnfcInfo id can be broken since duplicate ids can be specified now. Tacker should be check uniqueness of vnfcInfo id in metadata['VDU_VNFc_mapping'] when a user set metadata['VDU_VNFc_mapping'].
