Inactive DMB members can stall DMB progress

The DMB ratified a policy of removing members who have been inactive (https://wiki.ubuntu.com/DeveloperMembershipBoard/KnowledgeBase#Board_Member_Attendance). However, it is the TB that appoints DMB members, and it was determined by the TB that it's outside the DMB's remit to remove its own members.

This doesn't mean that we can't have a policy of removing inactive DMB members; just that it must be a TB policy, not a DMB one.

This bug tracks progress towards this.
