Remove netifaces dependency from neutron

According to email from Takashi [1] netifaces was archived some time ago. We should remove usage of it in Neutron.
It seems it's only used in windows ip_lib module [2] which isn't tested almost at all in our ci.

Maybe we just need to document the Windows code is unmaintained and untested, as Cloudbase sent an email to the ML last year it could not longer contribute. Then remove it eventually.

If we remove this code that will imply the removal of the Windows support for Neutron.

I'll bring this topic during the next Neutron meeting (next Tuesday) and we'll agree on how to proceed.

It was accepted by the Neutron community during the team meeting [1] to first deprecate this code during this release (Bobcat 2023.2) and then remove it in 2024.2 (D release).

    Deprecated support for Windows OS

    As was discussed in Neutron team meeting [1], we are going to deprecated
    support for running Neutron on Windows OS in 2023.2 cycle and remove it
    in 2024.2.
    This decision was made due to the fact that the only company who was
    behind Winstackers project and was maintaining this Windows support in
    Neutron is no longer interested in maintaining it [2].

    Remove the Windows OS libraries

    Windows OS was deprecated in 2023.2 and removed in this release
    (2024.2), as documented in [1].
