slapd crash when using pwdMinDelay of ppolicy

I'll try to prepare an SRU for Lunar, but honestly I can't promise it given my current TODO list. Otherwise, this has been fixed in Jammy and Mantic.

Ubuntu 23.04 (Lunar Lobster) has reached end of life, so this bug will not be fixed for that specific release.
