[RM] Block ruby-oauth2 migration in Lunar

ruby-github-api/0.19.0-2 is blocking ruby-oauth2/2.0.7-2 migration in lunar right now. It was already removed from Debian testing and unstable [1][2] to allow ruby-oauth2 migration. Let's do the same in Ubuntu:

$ reverse-depends -r lunar src:ruby-github-api
$ reverse-depends -r lunar src:ruby-github-api -a source
Reverse-Build-Depends
* ruby-jeweler (for ruby-github-api)

ruby-jeweler as the unique reverse dependency (and a leaf package) was also removed from Debian testing and unstable [3][4].

$ reverse-depends -r lunar src:ruby-jeweler
No reverse dependencies found
$ reverse-depends -r lunar src:ruby-jeweler -a source
No reverse dependencies found

So please, remove source and binaries of ruby-github-api and ruby-jeweler from lunar.
