libdmapsharing with 3.0 API is incompatible with libsoup3

Bug Description

The version of the libdmapsharing API found in the libdmapsharing packages shipped by Ubuntu is obsolete, and the versions of libdmapsharing that provide it are incompatible with libsoup3. Since more applications are requiring libsoup3, and libsoup3 cannot exist with libsoup2 in the same process, Ubuntu should move to libdmapsharing-3.9.12+ in its upcoming release. Libdmapsharing-3.9.12+ makes use of libsoup3. The packages that use libdmapsharing include Rhythmbox and grilo-plugins, and both recently moved to libsoup3:

Ubuntu 23.10 (which will be released in October) has switched to the new version of libdmapsharing and Rhythmbox & grilo are using libsoup3 now.
