Bug Description

I think it would be very nice if the interface had, perhaps somewhere near the zoom controls, a switch to turn on and off the filter processing (blur, mainly) which slows down a lot the program.

Case of use: I'm working on an image that has lots of shadows and blurred parts. The blur filter (even at its lowest setting) really eats on my processor, turning Inkscape slow. Things speed up when you turn into wireframe mode, but for very complex images this isn't very viable.

Workaround: place the blurred shadows on a layer and turning it on and off. But this isn't optimal because:
a) the blurred parts (shadows, in this case) are usually grouped together with the rest of the object they belong to and
b) turning visibility of the layer off actually makes the shadows invisible. It'd be better to just not process the filter, with the object that generates the blur remaining solid.

Comitted a fix to trunk; this should show up at least in 0.47, although there is a possibility it could get backported to the 0.46 series.

(What I did was add a new view mode between "Outline" and "Normal" called "No Filters")
