xfce4-settings failed to execute default browser

Bug Description

On the daily Xubuntu Minimal ISO (Lunar Lobster), a browser is not included, and therefore, when the user clicks the "Web Browser" shortcut in the Whisker Menu, an error message pops up saying, "Failed to execute default Web Browser. Input/Output error." The only other options are to not show the message again with a checkbox and a Close button.

This should bring up the "Choose Preferred Application" dialog, like when the user clicks the "Mail Reader" shortcut in the Whisker Menu.

This same error occurs when running the Help shortcut in the Whisker Menu.

Maybe for the Minimal ISO, these shortcuts can be removed from the Favorites category in the Whisker Menu so that they're not prominently displayed and tempting to click.

This bug seems to only occur while in the Live Session. While performing a different test case, I noticed that once the Minimal Xubuntu is installed, the Web Browser and Help shortcuts in the Whisker Menu both open the Choose Preferred Application dialog, which is the expected behavior.

I think this error occurs because Mozilla Firefox is set as the default Web Browser in the Default Applications settings dialog. Since Firefox is not installed in the Minimal ISO, perhaps this should be set to "No application selected" as is the default Mail Reader. Since xfce4-settings is told that Firefox is the default browser, this is likely why users get an Input/Output error when selecting the Web Browser and Help shortcuts in the Whisker Menu.
