Bug Description

The charm prometheus-grok-exporter does not handle any method to import and install local snaps that are required for the service to be working.
Meaning that snaps need to be installed manually on offline deployment environments.

It requires in particular the following snaps:
* core18
* prometheus-grok-exporter
