doc: explain size_iops_sec in basic-volume-qos.rst

Bug Description

size_iops_sec is described as "burst bucket size" in our qos docs, but I don't think this actually captures what this field does.

https://github.com/qemu/qemu/blob/master/docs/throttle.txt#L142 has a bit of an explanation indicating how this factors into accounting of IOPS.

It's also worth noting that the burst window length seems to default to 1 second and we don't have a field that will allow changing that.
