Applets dialog title cannot be recognized as correct characters after translate to Chinese.

Reproduced steps:
----------------
1. Install language package to support specific language, such as Chinese language by command "apt-get install language-pack-zh language-pack-gnome-zh language-support-zh".
2. Generate .mo file by command "msgfmt -o zh_CN.mo zh_CN.po"
3. Copy zh_CN.mo file to /usr/share/locale/zh_CN/LC_MESSAGES/, I found moblin-applets-1.0.0.mo file has already existed in this path, which will take effect to localization moblin-applets to Chinese.
4. Install language-selector by command "apt-get install language-selector", then set default language to Chinese.
5. Restart hildon-desktop to make language setting take effect, then launch applets to check.

Current result:

In step5, applets(AboutMe, Background, Buttons, keyboard, sound, proxy detailed http settings, keep resolution settings) dialog title cannot be recognized as correct characters after translate to Chinese, it show error characters such as "[] [] []".

Expected result:
----------------
In step5, all applets dialog title should be translated into correct Chinese characters.

With version 0.44 of moblin-applets installed I do the following:
Install language-selector with apt-get
Run gnome-language-selector from the command line and pop up the GUI
Select the Chinese(China) checkbox and click Apply (here the language pack is installed automatically by language-selector)
After the lang pack is installed, I find Chinese(China) in the Default Language combo box and select it, then click OK
Restart the samsung

After the samsung reboots I go to the settings area and I see Chinese characters in some of the applet icons and some of the strings in the dialog GUIs. Therefore it seems to work fine here. NOTE: not everything is currently translated because we (i.e. the moblin team) are only responsible for *internationalization*, which means that we're just enabling the translation ability of the tools. The ubuntu team is responsible for *localization* which is the actual translation of the strings into the various language sets. Moblin Applets carried some of the translated strings over from gnome-control-center, which is a bonus, not a requirement. Many of the strings will be untranslated until localization has been applied.

I've attached a screenshot of the settings area of the desktop that I see here on my samsung.
