Wishlist: Place hold for recent patrons

I would like to be able to easily retrieve the last patron or recent patrons from the place holds interface in the catalog. It would also be helpful if bringing up a patron account when placing a hold appended the patron to the recent patrons list.

This would simplify placing multiple holds for the same patron and accessing their account afterwards when necessary. This could also provide an alternative to placing holds from the holds tab in the patron record, which can be confusing as evidenced by my failed attempt at bug 1996818.

The hold interface could have a button “Recent Patron(s)” where:

- if the Number of Retrievable Recent Patrons setting is 1 (or unset), it loads the most recent patron

- if the setting is greater than 1, it shows a dialog to select from a list of recent patrons

- if the setting is 0, the button doesn’t appear

- if there is no recent patron to retrieve, the button is disabled

I'm holding off on the pr tag because I don't know if there are concerns that this changes expected behavior when retrieving recent patrons (patrons loaded in the holds interface will be added to the recent list). I also don't know if there is any interest in this feature...other than our library.
