This worked for me:
sudo find /var/lib/dpkg/ -name '*libgl1-amber-dri*' -exec rm {} \;
sudo apt-get install --fix-broken

Had same problem on lunar.

fixed with:
sudo find /var/lib/dpkg/ -name '*libgl1-amber-dri*' -exec rm {} \;
sudo apt-get install --fix-broken

and after

sudo apt reinstall libgl1-amber-dri

to fix issue:

dpkg: warning: files list file for package 'libgl1-amber-dri:amd64' missing; assuming package has no files currently installed.

sudo find /var/lib/dpkg/ -name '*libgl1-amber-dri*' -exec rm {} \;
sudo apt-get install --fix-broken
