Bug Description

Kubernetes-control-plane units get stuck with "Waiting for workers." status when there are no workers.

This status made sense in the past when no workers meant no Kubernetes nodes. These days, however, kubernetes-control-plane is itself a Kubernetes node, so it's possible to have a Kubernetes with no workers.
