Line item alert comments and note text have the same id

Bug Description

IDs in the DOM should be unique. However, there is a duplicate in the new angular purchase order screen -- probably just a copy-pasta!

To recreate:
1) Open a purchase order
2) On an individual line item, press "Notes and Alerts"
3) Use your browser's dev tools to inspect the "Note Text" input. Note that the ID is "note-text-input"
4) Now, inspect the "Alert Comments" input. Note that the ID is also "note-text-input"

Thanks, and welcome, Brian! Works well for me, so I've merged it to rel_3_11 (for inclusion in the next 3.11.x point release) and main (for inclusion in the next feature release).
