HA router ports not visible in when adding ports to firewall group

When adding ports to a firewall group, only ports whose device_owner starts with compute: or network:router_interface.
Since HA router ports have a device owner that starts with network:ha_router, this makes it not possible to attach an HA router port to a firewall group.

I attempted to fix this with this commit https://review.opendev.org/c/openstack/neutron-fwaas-dashboard/+/863712
But was asked to make an LP issue first. :)
