MATE panel is being dragged when I touch it in the Cupertino layout

Bug Description

I have a touch screen computer running Ubuntu MATE 22.04.

When I accidentally touch on the MATE panel, the panel is dragged to another location, which is inconvenient, because sometimes I end up dislocating the panel while trying to move an window.

However, when I try to drag the panel with mouse, nothing happens (as expected).

This only seems to happen in the Cupertino layout.

The panel should not be dragged when I touch it. Rather, it should register a mouse-click-like event in the place where I touch it.

It turns out that this bug occurs only when appmenu (global menu) applet is used. https://github.com/mate-desktop/mate-panel/issues/1360#issuecomment-1646581436

Removing the appmenu applet fixes the issue. However, that is not a proper solution as many of us want to use the global menu.
